Everyone uses the robotic voice in my Ventrilo server but I don’t know how they do it. How do I do it so that everyone hears it? I can only do it in chat right now.

They use what is called Text to Speech bindings. If you wish to create a binding, you go to Add or Edit key bindings -> New -> Add -> Text to Speech -> enter message and press Ok -> press Ok again -> Then press the assigned hotkey and you should be good to go.
